Oscar joined Scouting in 1975 at the age of 11. When he was 16 he conquered the “Escoteiro da Pátria”, the Brazilian equivalent of Eagle/Queen Scout. Twice he was the President of the Brazilian Youth Forum and was elected Vice-President of the Interamerican Youth Forum (Chile 1980). In 1982, at the age of 19, he was an elected member of the Brazilian National Scout Program Committee. In 1985 he received his Wood Badge and became a Wood Badge training director in 1987. In 1992 he was the youngest national board member ever elected, in 1993 became Director for International Relations and President of the Interamerican Commission for Strategic Planning. From 1995 to 1998 Oscar served as Vice-President of the Brazilian Scout Association. In 2000 he was elected member of the Interamerican Scout Foundation Board of Trustees. He served as the International Commissioner for the Brazilian Scout Association from 1993 to 2007 and 1st Vice-Chairman of the Interamerican Scout Committee from 2004 to 2007. Oscar worked on several projects such as the creation of Brazil’s International Relations Policy; with Scouts de France (community development 98-01) in the Northern area of Brazil to improve the health of poor children; creation of the Lusophone Community with the Scout Federation of Portugal to support Portuguese-speaking countries and communities (Angola, Mozambique, Cape Verde, Guinea Bissau, Sao Tome e Principe, Macau and East Timor).
Oscar has taken part in 9 Interamerican Scout Conferences: Chile 1980 (Youth Forum delegate), Brazil 1984, Argentina 1988, Uruguay 1990, Costa Rica 1992, Colombia 1995, Mexico 1998, El Salvador 2004 and Ecuador 2007.
He has also attended 7 World Scout Conferences: Australia 1988, France 1990, Thailand 1993, Norway 1996, South Africa 1999, Greece 2002 and Tunisia 2005. He was the Brazilian Contingent Leader to 4 World Scout Jamborees: Australia 1988, Holland 1995, Chile 1999, UK 2007. Oscar was also the Contingent Leader at three Pan-American Jamborees, Centro-American Camporee, the Partnership Conference in Marrakech (Morocco), the World Moot in Sweden and Finland’s National Jamboree. He has attended the European Conference in Slovenia 2007 and National Assemblies of the United States, Argentina, Uruguay and Mexico.
Oscar is currently the 1st Vice-Chairman to the World Scout Conference and Youth Forum “Brazil 2011” Organizing Committee and member of the International Relations Committee. He was recently nominated to the Board of Trustees of the Interamerican Scout Foundation and he has been honored with 14 awards and medals in Brazil, Portugal, Scotland, Mexico and Japan.
